What tool? A set of feeler guages are like under $10, no excuses, any auto shop sells them. I doubt its valves though if its bogging out mid range. What has changed since it started bogging out, has it only occured since you cleaned it. Likely to be carb related. Have you changed air filter, exhaust, carb settings recently? If its bogging mid range, adjust your needle clip , try it at the top(leaner) and bottom positions(richer) see if it gets better or worse.
Most china bike shops sell new pz19 carbs for $15-20, sometimes its easier to get another than try to clean/unblock a crusty used one
