Converted pit bike to mini motard axle spacing problems

Hello everyone
I converted a pit bike to a mini motard and replaced the rims and I'm having problems spacing the hubs and axles with the brakes rubbing ....

Is there a simple way to build the spacing without having to remove the rim every time ?
