Lifan 140 woes

Hi there have a z50 with a lifan 140 having some issues getting it going

It has a yoshimura mjn28 carb (#100 main #43 slow)

Been kicking it over won't start , occasionally kicks back but doesnt sound like it really wants to

Checked timing looks good, checked spark , smells fuely , plug gets wet turned it to leanest setting on carb and starts to backfire through carb

That filter material on the intake will be choking the engine ... Backfiring through the carb indicates a non seating intake valve or ignition timing way out ...
