do i screw it in or out to turn the idle up?? and not sure on how to tune the carb

yeah tried on choke still didn't start and there's a spark cause it allmost starts when i say that i mean it actually starts for a milly sec then cuts out

g'day all i recently bought a ducar 110 off a mate now it was sitting in his shed for about 2 months unstarted so i changed oil fuel new spark plug fuel filtter cleaned the carb and now it allmost wants to start when i kick it over but dosn't... what else could be the problem also just a...
