I didn't think offset applies to motorbike wheels... only cars?? All you should worry about is the width of your from rim.

Just put more oil in it and that will stiffen it up. Prob worth changing the oil out for new stuff at the same time. I did mine this way and it stiffened them right up, if it's too stiff though just drop a little out each fork until you get what you're after.

Are you holding the front brake on when you start it? Get a multimeter on your battery and check that it's fully charged.
