Chinese 110cc only 90psi compression

Hey guys. Have a maybe week old 2016 x19 with a Honda clone 110cc. Has maybe 15 miles ride time on it now. The second day it developed an oil leak. Thinking it was a gasket I took the top end apart and replaced the gasket. That didn't fix it. While I had it running I removed the oil fill cap and was greeted by some serious pressure and oil so has to put it back on immediately. Ran a compression test and its only at 90psi. When I tore the top end down oil was in-between all the gaskets surfaces. No oil on the spark plug. What's going on here? Rings didn't seat or am I looking at a rebuild already?
 
Where was the first oil leak coming from ? What should the factory psi be on these motors to begin with?
