Forum changes??

Well I dont know how recent this is but Ive noticed that you can't use quick reply or read the first sentence or so from a thread by hovering the mouse over the title... I dont see the point in this and I think its just inconvenient.

Could who ever made these changes reply here and state why it was such a good idea?
