Front Forks

I'm fixing up my bike and my front forks are a bit stiff, when you push them down they don't come up by themselves, they seem to get stuck, so I have to pull the handlebars up to bring the forks up. Any suggestions why this is and how I can fix them to make them like new?

take the caps off the top and see if they have any oil left in them , are they usd forks?

yea there usd forks, and there is no oil under the caps...

Are you sure the tubes are not bent or the triple clamps twisted ?

yea there not bent...
what if i pull them apart and clean everything, replace the seals and put new oil in them?

May have the wrong spacers in the front axle and this can cause binding in the shocks. Had this on a second hand bike i picked up, axle was about 10mm to narrow
