Headstem moves up and down

Hey i put the bike on a stand. And i went over the bike. I noticed that when pull on the bars the headstem, forks etc move up and down. And when i push them forward and back the forks move forward and back(not suppost to happen). What do i need a new headstem or just a tighten???
 
hmm...a drift and a hammer;) whats a drift? a piece of bar... an old axle will do.

loosen the top nut, tighten the one under the top triple clamp-this is what the drift is for, not worth trying to find the right pin spanner) until the bearings tight, but not so tight that the handlebars get stiff.
if it feels notchy, or clicky after this...new bearing time.

also an idea to loosen the lower fork clamps when you tighten the bearings. that top clamp will move.
