HELP! - why doesnt my rebound turn to fast

hey guys,
so i decided to play around with my bike with suspension set up however when i turn the rebound rate to fast it will no budge but if i turn it to slow it will move...i can see there is a little ball/pin that locks it every turn but why doesnt it unlock when i want to change it to fast...now my suspension take about 3sec to extend again...

someone please help me im so confused....and i hope i made myself clear enough

Have you tried cleaning it and some wd40, give it a tap with something it might just have a build up of crap in it.
