Lifan 140 is running like a pos!!!

Hey ive had my DHZ for a while now i havent ridden it for a while though and when i last did it had a massive mid range flat spot and it made me ride like a spastic and i kept getting a false neautral from 2nd to 3rd. i started it up today and it was back fireing and had a really bad flat spot i moved the needle clip to the bottom but no different it still ran crap. So has anyone else had the same problem??
