loncin gear lever?

hey guys so i recieved 2 china bikes from my auncle (both didnt work but i got one working)
so the one i got working is a loncin 124cc and the only way i can have the gear lever on is to have it a ridiculous amount down!
so i was wondering...
is there a special lever for it?
could i custom make my own?
is it supposed to be like that?
any help would be appreciated!

It should be able to be rotated by taking the bolt out, pulling it off and then aligning it how you want it to sit.

i know how to do that ty but it is at the most up it will go without not hitting the case!
