i'd just make a basic skeleton frame, some decent size ply on the top and a few extra cross bars underneath for some bricks or sandbags. also a strip or rubber or tin/zinc on the front lip..but by what your wanting, you want something easy and simple to move around/transport....so in saying that you dont wanna be lugging bricks or sandbags around.
