outer rotor help

I did do that, i made a mark on my rotor, that lined up with the mark on the case b4 i took the head off, The "cam" timing is good, my ignition timing is what i am confused about. Plus as long as your carefull, and you dont move the lower cam sprocket at all, when you put your head back on everything lines up nicely the way it was. The spocket holes are a little off center so they can only go on one way, and all my marks on the head lined up good when she went back on. I just think something is a little wacky with my ignition
