Whats that second drainage bolt and which way to to turn idle screw

Firstly what is that bolt that looks to be a second drainage bolt on the left side of the engine facing diagonally down and which way do i turn the idle screw to increase idle

don't undo the other bolt, its a tensioner for your timing chain. Wont hurt but better just leave it.

Clockwise i think (from mem) should increase your idle...but i could be wrong?
