should i pay 700 for this bike?

this is an old picture now it needs new front tube, clutch lever and cable, back brake assembly and thats about it.. i want to pay 600 but he is set on 700 would it be worth the extra 100? oh and its not a dhz it just has the casing on it

well thats an extra 100 2 make it rideable if ya wanna get good parts for it so tell him that that mite make him think about it a bit more

Looks like it has fastace forks and a decent frame so id go for it
