btw this "second fuel filter" you spoke of, i can't find it on my bike, if it were on my bike, where would it be? in the fuel line?
 
not all bikes have this fuel filter but the first one is located on the top of the petcock u unscrew the petcock from the fuel tank slide it out you will see it the other one is external on the fuel hose
 
i had exactly the same prob on my friends 50cc chinese dirt bike. It took a while for us to figure it out but in the end we cleaned out the carby and fuel lines and played with the fuel to air ratio and it was fine. It was a pain because the bike only ran with choke on and we had to keep the revs high whilst riding and we had to keep turning the fuel on and off constantly. Just clean the carby and cross ur fingers.
 
yesterday i bought a 25mm carb made by K&N so i'll just put that on there, then i can take off the existing carb and have a proper look at it.
