Rear Shock Issues

My brother has a 250cc pit bike (lifan engine)

he got it from my mother brothers mates, so its a bit worn out.
we fixed her up and yesterday took it for a ride.

in the paddock, everytime u go over a bump, or try to jump it, the bike throws the rear end into the air.

even the smallest of bumps unsettles the arse end.

the rear shock thats on it is wound the whole way out, so theres no room for adjustement there.

Is it time to get a softer rear shock?
any idea why its doing this?

sounds like the shock is too soft now and relying totally on the spring to operate.
meaning the shock is fooked.

even with the spring wound all the way off it still should have some sort of dampening effect..

what type of shock is it also, as some shocks are just pure rubbish no matter wat...
