I have an SSR 125 and well my neighbors complain. How do I quiet it down even at full throttle? I know the HP will suffer, but I like to just ride in my yard sometimes. When I go out to the woods I'll take it off. Damn censorship :(
 
You can make up an insert that slip's into the pipe and use a screw to hold it in.
Another thing you might be able to try depending on what style exhaust/muffler you have is to remove the muffler from the end of the pipe and find a big washer with a 5/8 bore that will slip inside the muffler flange, then refit the muffler to hold it back in

Most new pit bike's here come with a removable insert too like this-

I made my own restricter like that and use it when i'm playing around fixing my bikes/buggy at home
