those specs i gave you for the stator readings etc are at 77° F, and they usually allow around 10% variance
so they would still be too low,
with it putting out a lower voltage, it doesn't send a decent signal to the CDI , so it is only just keeping up with it running at idle and a bit above
i don't suppose you got a receipt for the stator when you bought the bike, could maybe take it back ?
or contact the previous owner and ask him where he got it?
