I believe it opens the exhaust valve , when you engage it .. creating less compression making it easier to kick over , making it alot safer on your kickstart gears.
 
it looks like you replace your exhaust tappet inspection cover with the new one, when you pull the lever it pushes the valve open which will stop the engine from building compression
 
yeah i cant say i'm a fan of auto decomps running concentric to the cams...
Yes, it makes starting big bore thumpers a simple kick-through affair, but once you've had enough practise, you can kick a manual decomp bike through TDC and start it in the same kick...
The other advantage of a manual decomp is that if the bike needs "clearing out", you can hold the decomp, and kick away until it's cleared... cant be done with an autodecomp, as you will have compression again once the autodecomp releases pressure from the exhaust valve...

more of an Oldschool thumper problem, i must be getting old..
