QA50 kick slipping.

I recently purchased a Honda QA50 and am having a couple of issues:
-The kick start slips 8 out of 9 attempts before catching, will catch 3 to 4 time thereafter then continue to slip, making a grinding noise while slipping.
I've tried loosening and adjusting the clutch but doesn't help.

Also, the throttle sticks pretty bad.

Everything worked fine the day I bought it and has gone down hill over the last two weeks...

Any help would be hugely appreciated!

My guess, #13 has lost it's tension.

-Do you know if this is something I can fix and how I might approach it or is this a replacement issue.

I have some time tomorrow so I was planning to take the cover off and have an internal look...
